Paparazzi are not "employed" or "professional", they are freelance members of the public who sell or try to sell photographs to the press on a self-employed basis. The "line" is literally if money has changed hands between a publication and a "photographer" for their photograph or footage.
What would make the difference here: 1) If they weren't trying to film them and simply happened to catch something in the background (clearly not the case it is an intentional video) 2) If they gave the picture to the press for free and no money changed hands (unknown but HIGHLY unlikely) Neither of those things seem to be the case, so while the person filming has done it as a one-off and so they are not "a paparazzi", the footage can nonetheless be described as "paparazzi footage". Whether it was taken by someone who does it for a living or an opportunistic cash grab one-off is largely irrelevant. |
That said - for what it's worth - I don't think it actually is a member of the public, I think it was staged and recorded deliberately to then "leak" to the press as spontaneous public footage in an attempt to stop all of the speculation. Some bright spark probably came up with it in the round-table brainstorming session they will have had after the hilariously failed photoshop attempts.

In all seriousness though having a look at that original picture, I don't think the queen is actually there at all... so by "enhanced" I think they mean they took a pic of the grandkids and popped Her Maj in the middle from a separate image? It's much better done than the Kate one and I can sort of appreciate the reasons it will have been done this way, but it's still sort of... weird. It really highlights that pictures like this (the elderly Queen with all of the kiddos around her) are purely for PR and not a reflection at all on the reality of the family which is, no doubt, actually more interesting. Why make pictures like this? Who is it for? Why not just say, Elizabeth was old and she wanted to have a cuppa with her feet up and couldn't be arsed posing with the children :hee:.

It makes me laugh though that just a couple of days ago apparently she’s so unready to reappear in public that she’s sat in bed recovering from abdominal surgery that she has time to sit and edit photographs to try and trick the public, but now she’s suddenly so much better she’s frolicking through farmers markets in public without a care in the world and her apparently ever so doting husband, is allowing her to carry bags by herself after such a harrowing medical ordeal, they need to pick a narrative and stick to it if they’re intent on carrying on this nonsense
