The CJ just looks like a very un-CJ black CGI character. But I would totally bone a story that drew every character universe thus far together.

Los Santos has a massive highway dominating it's nexus. It could just be telling you you're about to go on to it.

I mean don't get me wrong I hope it does go to other cities and towns but I don't think such transparant speculation gives any real insight into that. It's like saying because the game showed a sky you could use that sky to fly to visit Officer Tenpenny's abusive uncle in Carson City.
