They did it in CBB 13, Lee and Casey got to choose who goes between the lowest 2. Its a bit of a rip off to the public but they still influence who goes as they choose the bottom 2.

I think he means that people weren't told that there was a chance Nikki could come back when they voted to evict her the first time round

Yes it would probably cause some complaints, but it would guarantee Pauline not going I think, as Toya really likes her
