Georgie was dead, Bill was just in denial. The floating kids (apart from Bev) were dead and partially eaten, he was saving them for later. He couldn't kill Bev as she wasn't afraid, so he just hypnotised her (sort of, the Deadlights are weird) and put her up there to sort out later. Bev's dad couldn't see the blood because adults can't see Pennywise or his tricks, so the homeless people would see the house on Neibolt Street as just a house.

To add to the Chapter 2 thing, I'm pretty sure I saw a quote from the director saying they wanted to secure the kids for flashbacks filming. Have you seen the original miniseries/read the book?
Spoiler:

It's set in the "modern" day, and the adults now live in different parts of America, and Bill is in the UK. Mike stayed behind, and rings them to see IT's back. After each phonecall, there's a flashback to when they were kids, ending with them beating it. The second part is mostly about the adults trying to beat IT, with some flashbacks

Saw this on Friday. A bit of a messy plot and kinda boring tbh (at least for stretches of time). Definitely not terrible though as I wasn't completely bored but it was disappointing for what I was expecting. 6.5/10 and that's maybe generous but it wasn't all bad.
