Sadly it seems to be much quieter on forums all over the Internet as a whole it's not something exclusive to TiBB imo.
People seem to prefer social media platforms these days than discussion forums similar to people preferring Instagram stories now rather than read blogs etc although if BB was still around we would obviously still have busier seasons rather than a constant off season, I'm not sure if a domain name change from ThisIsBigBrother is something that would help bring in new members if I'm honest.
There's also this (silly if you ask me) trend online nowadays that if someone disagrees with an opinion, has quite strong opinions or just goes against the grain in general they are automatically accused of being insulting and they are labelled with childish names, which just kills any discussion straight out, that sort of thing has affected a lot of discussion forums too I think, there is never going to be a time when everyone agrees on everything, discussion forums wouldn't be a thing if they did.

Personally the bottom paragraph of your post is the reason why I prefer Forums to Social Media platforms in general (although I do like YouTube if that counts) because I find that on Social Media you can just hide in little groups that end up becoming echo chambers. Where as on Forums you can definitely read different opinions to my own which I find fascinating personally (apart from the Rashford bashing for helping feed kids) because obviously a natural Human response would be to commend Rashford rather than condemn him for it.
But personally I appreciate members like LT & Alf on the Forum because I don't agree with them on a lot of things politically, but I appreciate hearing a different perspective to my own.
Also I really appreciated the debate about The Cookout from BBUSA that me and Ashley had recently, because again you can't really get that level of discussion going on Social Media imo because most people like to hide in their own Political groups where everyone agrees with their mindset, which yes it's nice to have people agree with you, but it'd be a boring Internet if everyone agrees with you.
Apologies for the wild tangent.
