The Rock. As much as I love Austin his run was far more up and down and the rest of the roster didn't get a chance to shine when he was taking over Raw stunning people left right and center. The show was much better in 2000 when Rock took over because he didn't need to bury the midcard to get over. It's a miracle and a testament to how awesome he is that The Rock got over as much as Austin when Austin was still on top.
