People get paid quite a decent allowance to foster children.

They have to pass pretty rigorous assessments by their local authority to be deemed fit however, but I don't think you can spend money to bypass that process as far as I know.

It may be considered charitable to want to foster however, but it isn't going to necessarily involve spending any of your own money.

When Pauline gave her the pass she said "You foster them kids if you win". So it's been clear from Day 1 what she would of used the prize fund on.
