maybe she took a heart attack and fell in

mind you no one would lave a phone on a bench and say go to the waters edge with the dog

Possibly the dog got off it leash and went towards the river and she stop it going in the river and maybe tripped and fell. F she slipped they would probably see an indication of that.
Also going into the river with wellies a jacket and a long padded gilet would have made swimming difficult especially if there was an undercurrent. |
a friend of mines daughter was walking along the edge of a cliff and lost her footing and fell to her death. That bank at the edge of the river is very steep and if she lost her footing, dressed in the clothes she was wearing, there was basically no chance of survival

The suggestion now is she went to retrieve a tennis ball that had gone in the river and she fell in and was dragged down by the heavy clothing she was wearing
