Not those words explicitly no, but she tells a story about a girl she liked at the start (the one who she "fatted") and then the whole Heather thing is basically around the fact that Bill fancied her when they first met.

I thought they did a really good job depicting Bill's sexuality. I know some people moaned about how enforced it was throughout the episode, but I think that's mainly as a result of fans knowing beforehand and its relevance to the plot.
