I got the impression that the free internet would be average/slow, while people can pay for their own if they wish.

I wouldn't really trust any government to hold the keys to internet access for everyone...

I wouldn't call it crazy, i can see the benefits of everyone having free internet.

But a)it's not an absolute bear necessity so there should be other funding priorities, and b)I just wouldn't trust a government to be impartial, and let it be uncensored.

The point is this is a sensible idea, be it public service or mixed public and private.

More importantly it will happen. You can't move things online like billing, payments etc like its happening now without making internet a universal service. And this is only the beginning

These things can still be done in person, and plenty of places have wifi. Liraries even have PCs people can use. It's still perfectly possible to exist without internet use, so there's no need to make it more universal than it already is.

Okay - it is universal. There's absolutely nothing stopping people from from using a public hotspot or library for their internet needs.
