Imo if I was in charge of Ukraine or any of the neighboring countries I'd seriously start to consider a plan to trick Putin into harming himself, either through a scandal of some kind, or by having something slipped into his food or drink.

Maybe even pretend to admire his work to feed into his ego to pull the plan off.
