I took it to mean H wasn't the huge criminal mastermind everyone assumed, he was the cowardly messenger for everyone else to get away with their misdeeds through him and he was rewarded with the career he didn't deserve.

Also that people like Osbourne wouldn't leave himself in situations like Buckells where he's that easily taken down.

I took it that they're all corrupt in their own ways. Carmichael was never going to investigate the top people because she's too concerned with her own career, probably the same with Andrea Wise turning a blind eye and getting rid of the Yusef from EE guy is an easy cop out etc. Showing corruption is always there you're never going to cut it all away because selfish people are selfish people.

It will be interesting to see the direction the show would take if it were to move forward. Would Carmichael pursue Ted for what he confessed should his appeal against his retirement be successful?
