It a caution and to be cautioned you have to be arrested.

he doesn't have a functioning government now with all the resignations. The people that resigned were more junior, but they are the ones that actually do the work. So he can't just ignore it and carry on. He wont get enough people to replace them. Also, without them, the rest of the cabinet can't operate, so they are all useless now too. It's not in Boris's hands anymore
