I believe each year is 365 days 1/4 long, and so every four years the 4/4 make an extra day which falls on February 29th (the reason behind that I don't know). Most people born on this date celebrate their Birthday on either the 28th or the 1st March. In leap year terms someone born in the year 2000 on this date would now be aged three, but they're actually 12. Must be a weird feeling though.
