Because the people from TOWIE appear in multiple seasons of the show, make appearances on other things like Celebrity Juice, get press attention etc.

This man was on a few episodes of an experiment show where he got married to a stranger. He made no further appearances unless to promote the programme, and has led a normal life since, hence not being a celebrity.
