How do you 'receive' an infraction?

If a mod sees a post that you have done bad in

Insult somebody.

If you break a rule, you'll generally receive an infraction.

Many different things, from making duplicate accounts to calling someone a fat ****ing ****.

No, that's not what I mean guys. An infraction is the act of committing a misdemeanor, how can you receive a misdemeanor? It just doesn't make sense.
