Anyone can preform a marriage. It wont be legally binding unless the proper paperwork is filled out and the minister is ordained by the church diocese or a govt. official is used as a minister. Dave probably doesnt have the credentials since he said hes not in a church his lunacy is more of a "grass roots movement".

If you get married in a Register Office then anyone can perform a Blessing afterwards or as with Wiccan/Pagans a Handfasting - for example.

Dave is not a Minister in a mainstream church thus he cannot perform a legal marriage as an Anglican, C of E, Minister can or other denominations that can act as Registrars can do.

I get the impression that Dave is part of a cult or other Independent church, nothing more.

I say, just go for it Dave, the marriage will then be as fake as Keeva saying she was going to leave and as fake as her proposal to her BF. BTW we don't know what the BF's answer is yet - he was last seen heading for the hills!
