Sam has a MUCH better chance to win if he is fighting Josie and at least one other either John James or Corin

If Sam goes against Josie alone she will have too many John James and Corin fans backing her up

ideally all 4 HMs with biggest fanbases could get to the final, this is unlikely but not impossible

this makes sure that each HM has only their own fans voting for them and no double teaming is going on

its a straight up Sam v John James v Corin v Josie battle for the win

Josie and John have their own fans I dont think it would make a massive difference if one of them left ,I know a few folk who love Josie but hate John and vica versa
