It never got 'chopped off'.

i know how it happens. they slice the penis in two and take all of the meat out then push it back up so it looks like a cauliflower

Not entirely true, I'm afraid. Lots of man-meat gets chopped off and chucked away. The exception is hermaphrodites with not much there in the first place, and men with micro-penes.
