Because you have to pay a fee to play a piece of music to an audience.

It is considered broadcasting music every time a housemate sings a tune unless they have made it up themselves or out of copyright. eg a nursery rhyme.

Obviously copy right.

If you get permission at the time you request to broadcast any copyrighted music, it costs you less than if you inform them after you have already broadcast it.

Cheap bastards, someone posted that they don't censor music on the German edition.
