Yes you do actually. Looking at a chav you see quite a dirty look and for all you know that chav can be 'poor'

yes but undoubtedly that 'poor' chav will have an adidas tracksuit, a pair of rockport or timberland, a big duffle coat and a cr*p hat. so you dont have to know them, you can spot one a mile off.

Being a chav isn't all about your financial state. It's also about your manners, intellect, opinions and loads of other different factors. So no, you don't really need to meet someone to tell if they're a chav or not.
