Is autotune the same as just a voice effect like the one in Cher's "Believe"?

Well from the first 10 seconds the autotune sounds off... it sounds like they've used La Di Da or Songify. Actually it all sounds off.

I hate it. Which I wasn't expecting to because I quite liked the beat in the remix but this is awful, I hope it flops but no doubt it won't. Way too much autotune as well.
