Id pick the bathroom - as a non smoker who doesn't like the cold. However I think the garden will be a popular choice as many of the housemates are smokers, and isn't there another toilet which is accessed through the garden so they wouldn't need to worry about that

Garden probably. Pool smoking area and you can see the whol house from there

it really comes down to the smokers convicing their fellow non smokers to go for the garden.

Given this weather I'd go for the bathroom!

even if there is another toilet in the garden I'd still stick with the one indoors. Who'd want to go into the garden in the middle of the night to use the toilet?
