Because being an unlikable female can be lucrative and better longer term. Caz can't compete in the nice market, too much competition and she's not attractive enough to go down the sexy lads mag route ala Imogen BB7, Chanelle BB8, Sophie BB10 etc.

Jade Goody didn't make money from being a bitch. She lost quite a lot of money after the Shilpa racism incident. She got back in good stead with the public only after a lot of hard work by her publicist, copious amounts of humble pie and an ultimately doomed fight with cancer. Before the cancer hit her perfume was being taken off shelves everywhere and her name was generally mud, apart from with a few diehard fans.

It depends what you want from it. If you want to be remembered in Big Brother history you have got to be extreme in someway. She may be disliked now but will be seen as a brilliant housemate in a years time when everyone has calmed down. Just like Grace BB7 and Bea BB10.
