It looked like quite a traditional Indian style dress so i wouldn't be surprised if her mother bought it for her and that would also explain why she wanted to wear it when she was evicted.
Her mother seemed like a lovely lady and i think Dina's very close to her.

Because she's a dirty tramp who cannot afford new clothing.
