Yes, the Bible says we have dominion over the animals. That's generally seen by the more thinking among us as having a responsibility for them.

If you want to see some really heart-breaking stuff surrounding monkeys it's not the Bible you should be pointing at, but science.

There is a hierarchy whether you believe in God or not. We wouldn't have a food chain otherwise.
