Because the show is as you say a SOCIAL EXPERIMENT and not a competition with scripts and hidden plays. Its supposed to be about different personalities interacting and messing up or surviving in a controlled environment.
If it was a game show, it would have points and prizes for reward gained by predetermined acts aimed at winning via a skill set according to the format of the show.
The words Big Brother denote that someone is watching you and the prize at the end is little more than a reward for being there. In the beginning the prize was a byproduct of the shows ethos. Today the financial rewards are 99% of the reason why people go in there.
The other distinctive difference regarding game playing is that game playing using deceptive and dishonest tactics is as bad as an athlete using performance enhancing drugs. Lies, deception and intimidation are the tools of the gameplayer so there is little difference in a cheat and a gameplayer when the playing field isnt level.
