They really haven't.

In every "the housemates decide" situation (all 3 of them), the public voted and the 2 with the most votes went to the HMs.

In this, we aren't getting any say at all.

If you are going to involve the public then you are creating teams/groups of interest in which they are investing money. To then take the option of public decision away is a bit like stealing that interest groups money. Which is why they should not do it.
