I think he means, she definatley wanted to go in the other sector of the house but she wasn't given a chance by other housemates.

I agree, I think thats maybe why she was crying?
She wanted to go with the majority of the HM's into the "squallor" and she didn't have a chance to because the other HMs had decided on it already.

ahh, what happened earlier ... she does say to jermaine "i don't think i understood what it meant" or something like that. poor wench, she's a right target for lots of manipulation isn't she.

It's a tough posistion to be put into really, there is always going to be somebody to judge the one's who stay on the other side and then like in this case you get Shilpa feeling really bad about it.
