I don't find it offensive at all, I just think they should have a bit of dignity.

I do it a lot on holiday because lying down in the sun bores me so i need to make sure my whole body matches my arms and face

Breasts are no more offensive than a male chest, I don't particularly want to see anyone walking around showing off more skin than needed, but what's good for the goose and all that
