If it's TL: DR for you, its basically a petition to stop animal abusers from ever being allowed a pet again, rather than a 5 year ban.

I also believe that people who are caught abusing animals should have to undergo a personality assessment. The sadistic pleasure they get from harming an innocent creature is nearly always a power thing and often the first signs of a psychopath.

Definitely. A dog can nip someone out of instinct and be immediately put down while a human can torture an animal horribly and get essentially a slap on the wrist, it's nonsensical.
