They were going to announce it- ditched it last minute and it's been thrown about and now it's up to the prime minister or something of Ukraine to decide.
It's a giant mess.

It'd been fine if they say, left it until they were ready ut they went ahead and were like 'Hey guys here's a huge announcement!' and the giant deal they were making over it all and giving it 2 hour specials and stuff :S
