Not this year. Their broadcaster is not even an associate member of the EBU. Future participation is not impossible though.

Still think Kazakhstan could get confirmed in December, but I reckon they'll be 2018 now. Maybe with another debut entry, depending on how effective this rule change is.

Because of the current relationship between them and the host nation.
Maybe they will withdraw at the last minute, just like Armenia did back in 2012...
