I think Dallas. Veterans will be more eager to win so they have a better chance of surviving week 1, and Dallas seems likely to make deals or offer safety to win HoH. He's desperate for power too.

At least when you get returners you have less chance of HOH being thrown. Usually no one wants the first one but I think this time most will want it.
