I don't think most health and safety laws are PC. They are obviously there for valid reasons.

PC pressure probably. If there was something wrong with the lemonade and someone got sick from it who would be accountable? Of course that seems unlikely, but what if?

I don't know what the normal procedure is in cases like that but in my opinion the child is being used as a distraction and to make a point. The fine and anything else associated with it was for the parents/guardian, not the child.

Well yes, but there's something called calmly warning a five year old girl that she isn't supposed to be doing this, not slapping her with an £150 fine and traumatising her

The fine wasn't given to the child - what part of that don't people get. It's just a headline.
