Sam never promised anything to her. He said he wasn't sure if he was ready for a relationship. He was being honest.

He's just matey with her - not once has he ever given her 'that look' that he wants anything else, nor has he tried anything (to my knowledge). He thinks she's pretty and nice and maybe nice wife material for the future, but there is no way on this planet they will be an item outside of that house.
