For minor incidents of course but there is a fine line.

Yes but with a healthy skepticism; people very rarely change much when it comes right down to it, even if they truly and sincerely WANT to change. There is a very high likelihood that they will, at some point, repeat the behavior that they're being given a "second chance" for, if it was a deliberate action.

In the case of accidents, however, of course people should be given a second chance.
