It's overrated because many people think it's great and song of the year and Gaga's best since 2011 or whatever, and to me it's a basic pop song, so yes it is overrated.

Someone liking it and it being their favourite doesn't make it anymore overrated than someone disliking it and it being their least favourite makes it underrated.

Those are called individual tastes and opinions.
