It's apparently quite common to see people starve to death in the streets, I read a book a few years ago written by a North Korean girl that detailed her life in NK and her escape and she said that it was common to see people starve to death in the streets and that the citizens would just grow used to the sight of dead bodies from a young age because NK has a lot of issues with famine.

Suspect there are hardly any dogs kept as domestic pets in North Korea tbh, article basically makes it clear that its only the elites who do so as status symbols
