The Problem is the Waters are Disputed
UK says they are International waters
Russia says they are not.

That British Ship had no reason to go into their waters

It said on the news that although close to Crimea the ship was in a recognised shipping lane. Both sides were flexing a bit and prodding each other

if you are another Military
Russia objects to you being there.
