They can't do that.
Russia, the USA, China and Israel plus some others aren't signed up to the ICC.

For as long as Putin is in power and stays in Russia nothing can be done.
It's down to other States to arrest him were he to leave Russia and be in a State signed up to the ICC.

Big symbolic move but not sure what it changes, stops him visiting countries signed up to the ICC maybe?

thats not going to happen now given they have issued an arrest warrant. You cant't have a show boat trial if the guy is dead

the usa doesn't recognise the ICC which makes it all a bit awkward

It does feel a bit symbolic, but how do arrests by the ICC even work? Would he be Mirandised etc? Can any officer of the law arrest him for the ICC?
