[Judge Lucas told Provan he had
displayed a 'cold-blooded entitlement to sex'
then immediately behaved as if
everything was 'completely normal'.
He found the defendant met the criteria
for being regarded as a 'dangerous' offender.
He added: 'You have shown not the
slightest remorse or understanding of
what you have put (the female officer) through.'

The judge said he was troubled by the way
the Met handled the female police officer's
initial complaints against Provan's behaviour in 2005.

He said those who dealt with them
at the Met 'were more concerned
with looking after one of their
own than taking her seriously' and had
an investigation been taken forward,
the 16-year-old victim may have
been spared.]
