because the russians, chinese and americans would already know, it's not telling the enemy anything they didn't know already. I'ts good that the people know so that they can kick up a fuss and make sure it's sorted

it's standard protocol to let all adversaries know that you are testing a ballistic missile so that they know they are not being attacked and that a nuclear war is not started by mistake

Nobody was being kept in the dark but the british people if they didn't make it public knowledge
