The incident is very clearly terrorism.

I don't understand why the Police lie about some of these terrorist incidents sometimes.

Terrible he killed a young lady

when you are told by a doctor not to drive, they don't inform anyone unless you have been seen abusing the direction. The onus is on the individual to inform the dvla of your circumstances. Obviously if you are in an accident, the insurance wont pay out

It's a tragic situation, I feel for her family in this situation too.
