I doubt the police can do much. The smoke coming from that pipe could be anything. She may as well have been smoking daisys if there only going to go by the video.

To be honest, if she wants to smoke crack or heroine, let her. She's obviously allowed herself to take it, and she knows the risks and the media backlash she'll get for it. When she's ready for help she'll get it.
