Scottish Power Being Sued?

A article in my local paper reads:

"Edinburgh Council have today announced of their plans to sue Scottish Power after Edinburgh City Centre and parts of Livingston lost power for almost 24hours after shoddy worksmanship caused a main substation and transformer to explode at 3pm on Tuesday 17th June, the power outage affected almost 1,000 businesses and around 5,640 homes across the city. Businesses had to close as many backup generators failed across the city due to the sudden surge of power that was send down the lines. Fire Brigade were called out the Prince's Mall Shopping centre shortly after 3pm as the power surge and power cut caused the fire alarms in the Mall to be activated and a full evacuation was ordered, power was restored to most areas by 11am on Wednesday, however many small powercuts have been reported in the area since. A Scottish Power spokeman warned "Due to the failure of one of our main lines supplying the areas we are having to re-route the power from surrounding areas, however during times of high demand power failures are likely". "

I was also affected by this power failure and have had numerous powercuts during today.
