Why is there a statue of Persephone on the top of the white house?

Hi all.

I just wanted to ask...(those who know loads about the world will know this). On top of the white house...how come there is a statue of the goddess of the underworld, Persephone?

I thought it was the Virgin Mary...but it doesn't look like her..

It's not the White House, it's the legislative branch building: The Capital Building.

It's not intended to be Persephone, nor any other famous character. It just stands for a symbol of American Freedom.
