BoA's an Asian artist trying to break into the American market. She's getting a lot of acclaim and this song is really good! It has silly lyrics but the beat is hot! The video is reallyyy good as well. It's the Asian version so that would explain all the effects, lol!

Has anyone else heard of her/like her?

I prefer some of her other music.

Koda Kumi performed songs for the Final Fantasy X-2 Video Game, and has also recorded a song with Fergie.
Utada recorded an English album, and covered Green Day's 'Boulevard Of Broken Dreams'.

They're both really big so I wouldn't be surprised if you've heard the names thrown about.
