Police officer shown \"punching\" arrest man (with video)
 

Footage has been published on the web of a Notts police officer apparently punching a man who had been shot with a taser.

The film was recorded by a taxi driver on a mobile phone on Upper Parliament Street in front of the Theatre Royal around 12.30 this morning.





An officer is shown after appearing to have fired a taser shot at a man. Another officer is then seen trying to place handcuffs on the man, who, at this stage, is rolling around on the ground. Two other officers come into shot and assist in trying to restrain the man. Shortly after, one of the officers appears to punch the man three times.

A woman approaches the officers before one ushers her away in the footage, published by Trent FM.

A Notts Police spokeswoman said: "Nottinghamshire Police's Professional Standards Department have obtained footage of the end sequence of an incident in Upper Parliament Street, Nottingham during the early hours of this morning.

"Officers were called for assistance by door staff to help deal with an aggressive customer.

"Police attended and an officer was assaulted, requiring hospital treatment.

"While no complaint has been made against any of the officers involved in the incident and no one has been suspended, the footage has been voluntarily referred to the Independent Police Complaints Commission (IPCC)."

The spokeswoman said that police are keen to speak to anyone who witnessed the incident or events leading up to the arrest, or anyone who has footage of events leading up to and during the incident.

Notts Assistant Chief Constable Peter Davies, said: "We understand that some members of the public may be concerned about this. The public's trust and confidence is very important for us, which is why we have referred this matter for an objective investigation to the IPCC.

"We are proactively looking at other CCTV in the area to ensure we have a clear picture of events leading up to the arrest and I would ask anyone in possession of such evidence, including the person who took the footage that has been published, to come forward as witnesses."

* A 40-year-old man was arrested on suspicion of grievous bodily harm in connection with the incident and has been released on police bail.

At about 40 seconds in, one officer is seen to punch the man 3 times for no apparent reason. I mean, he is still by this time. That's when the onlooking crowd get angry. At approx 1:07 into the footage, a member of the crowd is seen to be struck or pushed back.

I really can't see any justification for this kind of behaviour on the police's behalf?

I heard about this. In my home town too. it could have been me. LOL

DAMN. That's a busy road too.

I've never found the police to be that bad in the city centre and I can tell you I've been in some right states on that very road in that very spot. I think those coppers can kiss their badges bye bye. And quite right too.

i find it disgusting behaviour near the beginning a different copper stamped on his bits as well by looks of that vid and these are the people supposedly in charge of the publics safety i hope he looses his badge for that

I really hope there is some outrage over this, the Police in this country are a mess.

The Independent Police Complaints Commission has announced it is launching a formal investigation into the arrest of a man in Nottingham, who was shot with a taser stun gun three times.

A spokesman for the IPCC said they had now viewed the material and decided it warranted a fully independent investigation.

IPCC Commissioner Amerdeep Somal said: "Footage of this incident, which many people will now have seen, is of sufficient concern to merit a fully independent investigation.

"We would urge anyone who was present and witnessed this incident at any stage, from outside the nightclub to where the man was restrained, to tell us what they saw.

"We will want to look at any relevant CCTV footage of the incident as a whole as part of our thorough investigation.

"At the conclusion of our investigation we will make our findings public."

The Independent Police Complaints Commission will seek to establish whether the force used by police during the arrest was proportionate to the threat they faced.

There are strict guidelines for the use of taser stun guns, which carry a shock of up to 50,000 volts. Several people have died in taser shootings in other countries in recent years.

The Home Office recently announced that a further 6,000 taser guns would be distributed among police forces in England and Wales after a successful 12-month trial of the weapon.

good lets hope they loose badges there is at least 2 in the vid that need to
so are they saying at most only 1 go with the taser?

I don't know, but I don't think in this case they could justify using it so many times.

i agree it was only a little bit of kicking out which i'm sure they could have controlled by when a copper sits on the legs while another handcuffs its hardly like he was swinging punches at them or owt

It will be interesting to see the outcome of this. They say nobody should take the law into their own hands. Works on all levels.
