Going to be patriotic here and say when Ireland beat Romania in penalties in the 1990 World Cup. It was our first time competing at that level and the whole affair was very cagey throughout the match. Penalties were too much to bear: I have no idea how you lot manage with England being in shootouts every other tournament!
